Tests whether the acknowledgment timer for a given q_msg is active.

Returns TRUE if the acknowledgment timer is active, otherwise FALSE.

Notes

Use trq_set_ack_timer() to set an acknowledgment timer and trq_clear_ack_timer() to clear it.
